Harmison, 29, took 13 wickets in two matches for the South African team Highveld Lions after he was asked to prove his form and fitness following a hernia operation.
He missed the four-Test series against India at home this year and was put on stand-by for the Sri Lanka tour.
"I desperately want to play for England, but if I'm supposed to be in the side for line-and-length consistency I shouldn't be," Harmison said at the weekend.
"Let's be honest, I'm not the best 83mph bowler available to England or the best at 85mph. But when things are going right, with my height and bounce, I can be the best 90mph-plus bowler."
England start their tour with a three-day match against a President's XI in Colombo.
